(PDM staff with CTK) 28 July - A policeman leaked information to an international prostitution gang, the daily Mlada fronta Dnes reported yesterday. Members of the gang were recently released from custody, reportedly by mistake.

Lukas Strohal, 28, a member of the foreigner police, handed information on the planned police operations to Emir Huskic, one of the members of the criminal group, during a period from April 2002 and till the arrest of the gang last May, the daily said.

Because of Strohal, the police raid in which the procurers were arrested was revealed to the gang several days before the operation took place. Thanks to the warning, the prostitution ringleaders were able to hide all the girls they had brought from Belarus, the paper said.

Strouhal was dismissed from the police force and his case is being dealt with by the Teplice court. "He was charged with abuse of public office in April. At present, he is ill. The main court proceedings will be set when his condition improves," judge Halka Lacinova told the paper.

Police arrested members of the alleged gang headed by Sergei Onyskiv, in a large-scaled raid on brothels in Dubi. As the result of the operation, 14 people from the Czech Republic, Ukraine, Belarus, Croatia and Bosnia and Herzegovina have been charged with procuring prostitutes. However, only 13 of them were brought to court since Croat Alahudin Halilagic escaped. An international arrest warrant has been issued for him.

However, district judge Jindrich Pojkar of the Regional Court in Usti nad Labem released the gang members from custody. Justice Minister Pavel Nemec said recently that he was prepared to file a disciplinary complaint if he finds that the Regional Court in Usti nad Labem made a mistake in releasing gang members. According to the press, all nine gang members may have left the Czech Republic already.

Usti nad Labem Regional Court deputy chairwoman Dagmar Svecova said that the district court in Teplice made so many mistakes about custody that the regional court was unable to correct them.

Judge Pojkar, who made the decision to place the suspects in custody, questioned them individually and without their defence counsels being present. "He thereby violated their right to defence," Svecova said.

Pojkar, on his part, says he is convinced that he made no mistake in this case. "When I was deciding on custody, the presence of their lawyers was not necessary," he told Mlada fronta Dnes previously.

According to the charges, the gang created a system of transporting girls from Belarus to the Czech Republic. The girls allegedly left home with the expectations of earning much money in the Czech Republic. However, some of them were forced to prostitution in Dubi.

Eight men and one woman who allegedly mediated girls' trips from Belarus were taken to custody.

The trial of the alleged gang started at the end of May, accompanied by strict security measures.

Critics say prostitution law would not limit trafficking in women

(PDM staff with CTK) 25 July - A law regulating prostitution approved by the government last week will not limit trafficking in people, the La Strada organisation said in a statement provided to CTK. The group has been helping prostitutes for ten years.

The proposed bill will complicate the situation for many female and male prostitutes and expose them to a higher risk of exploitation, the organisation, which is fighting against trafficking in people, said.

The bill, approved by the cabinet, is yet to be debated and voted on by the parliament and signed into law by President Vaclav Klaus.

La Strada said it welcomes efforts at regulating prostitution and making the industry more transparent. The group's representatives said they believe that "properly set regulations" could improve the rights and the position of people who offer sexual services voluntarily. They could also help identify people who are forced into prostitution.

According to the bill, people from EU countries would be able to obtain licences for offering sexual services for money without problems while citizens of other countries would have to obtain a visa or a residence permit. The Interior Ministry expects the bill to limit the number of prostitutes coming to the Czech Republic from the east and trafficking in them.

However, La Strada predicts this will not happen.

"Prostitutes from the former Soviet Union, for instance, some of whom earn living for their entire families, would not return home or cannot return for many reasons. They would do prostitution illegally," the representatives of the organisation said, adding that they would thus become an easier target for trafficking and exploitation.

Licences in the hands of procurers would become another instrument of pressure since repeated offering sexual services without licences would be punishable, La Strada said.

However, persons who are forced into prostitution, and not procurers, would be charged. In addition, the bill creates space for various "mediators." Many women, not only foreigners, who earn a living through prostitution, are unable to obtain a licence by themselves and they would again find themselves under control of traffickers in people, La Strada said.

The representatives of the organisation hope that the legislators will make changes in the bill in sections that "increase the danger to which victims of people trafficking are exposed," and extend the provisions that will help regulate the conditions of prostitutes.

Czech prostitution law approved


The Czech government has approved a new law to licence prostitutes and confine the trade to certain areas as part of an effort to curb legal prostitution, an official said.

Under the new law, licences would only be issued to individuals who are over 18 years old and have no criminal record, government spokesman Slavomir Novotny said.


Prostitution is widespread in the Czech Republic, especially in Prague and near the nation's western borders with Germany and Austria. Estimates indicate there are as many as 25,000 prostitutes in the country, but the new law could cut that number by making it illegal to operate without a licence. It was not immediately clear what, if any, penalties prostitutes working without a licence would face.

Bublan to present bill on prostitution in government
(PDM staff with CTK) 7 July - Interior Minister Frantisek Bublan (unaffiliated) will present a draft of a bill on the regulation of prostitution for cabinet to discuss at one of its next meetings, Mlada fronta Dnes (MfD) wrote Monday.

"I know that we will never completely suppress prostitution offered in the street. But it is necessary to regulate prostitution because it is often connected with organised crime," Bublan told the paper.

The bill introduces a total ban on prostitution in public places, but municipalities may allow it in certain areas, as long as it is not near schools, playgrounds, churches or cemeteries.

If someone were to pay for sex in a prohibited place, he could be fined CZK 15,000. If a brothel is unregistered, it can be fined up to CZK 2 million, MfD wrote.

According to the bill, prostitutes would have to be officially registered and have regular health examinations. To be registered, a prostitute must be 18 or older with no past sentencing due to corrupt morals or violent crimes.

The bill is supported by the ruling CSSD and the US-DEU, but the opposition ODS has reservations and the junior ruling KDU-CSL is clearly opposed to it.

"If the state has a friendly stance towards prostitution, it becomes a pimp," KDU-CSL deputy head Jan Kasal said.

According to police data, about 25,000 female prostitutes are active in the country.
