Four people have been arrested following a multi-agency raid on two massage businesses in eastern Daviess County that authorities say were fronts for illicit sexual activity.
According to the Daviess County Sheriff’s Office, the investigation began in July 2024 after tips from the public and culminated on April 8, 2024, with search warrants executed at East Spa (3115 Commonwealth Ct, Suite B-7) and Bloom 88 (formerly Super Lucky Spa, 3811 KY 54, Suite 104).
Detectives from the Daviess County Sheriff’s Office, Kentucky State Police, Homeland Security Investigations, Immigration and Customs Enforcement, and the FBI participated in the operation.
According to DCSO, investigators spent eight months gathering hundreds of hours of surveillance and conducting “John-stops,” which led to the discovery of items supporting allegations of illegal sexual activity.
A release says that items found included “a large number of opened and unopened condoms hidden in various compartments, large amounts of U.S. currency, lingerie, sex toys, bank records, wire transfers to banks and locations in China, ledgers and credit card receipts.”
The suspects were taken to the FBI office in Owensboro and interviewed after being read their Miranda rights, the release says. According to DCSO, suspect statements confirmed that illicit sexual activity was taking place at both locations.
The following individuals were arrested for the Class B felony of engaging in organized crime, and they were lodged in the Daviess County Detention Center:
- Kenneth Robert Dash, 55, of Bowling Green (also charged with operating a motor vehicle under the influence of alcohol)
- Liping Feng, 53, of Flushing, New York
- Lequn Hu, 52, of Flushing, New York
- Xueling Ma, 41, of Flushing, New York
The Kentucky Attorney General’s Department of Criminal Investigations and New Beginnings Sexual Assault Support Services also assisted in the investigation.
Officials said the case remains open, and more arrests are expected.
