For Mema how did you know they were bylaw officers did they have uniforms on. If not it is highly unlikely they were bylaw officers. Unlikely to be police because there is no law that says you can't go into a spa or walk out of a spa or park in front of a spa. The only reason I could think police might be taking pictures would be organized criminal activity. In that case you wouldn't see them taking pictures. If someone was taking pictures most likely guy who thinks he needs to save the world. There is only one valid reason to not park outside spa and that is fear someone you know will see your car and pass judgement on you. Wait there could be another reason there might be a big puddle of water you don't want to step in.

There was a council hearing on it and the Manager of Bylaws at the time admitted to taking pictures of license plates across the parking lot. I just happened to bump into it by accident as I use to do business at Newmarket.
