Subpar service isn't a scam, unless they had the pretence of giving you subpar service. Knowingly and purposely giving you subpar service is a scam, which is more difficult to detect because you can't read her mind.
Now, if someone definitely gives an honest effort, and the service was lousy, it could be because the talent isn't there. That wouldn't be a true scam.
Those words you mentioned, ripping off, tricking, deceiving, all falls under the umbrella of the act of scamming.
