Don't worry, folks... if these spas were allowed to flourish all this time, do you seriously think the spa owners & operators won't allow for
some entertainment behind closed doors?

Old habits die hard.
They just cut back on the advertising. The licensing issue will still block some of their activities (in terms of disqualifying some attendants for sure), but those "RMTs" will certainly engage in extracurricular activities as long as the doors are locked & the walls are soundproof.
And besides, there aren't enough cops in York Region and other municipalities to track everybody down. It's a calculated risk. But when they do catch someone, there could be hell to pay. Discretion is the name of the game nowadays. Beware of undercover cops though - they do exist!
