You need to consciously preactivate them to get them firing properly or else they go dormant even if they’re developed.
It may not be so important for the downtown bike couriers and uber eats delivery guys as they’re stopping and starting consistently but racing or distance training is different.

Getting out of the saddle is for sprinting and climbing.
On a TT bike in the aero position, you’re not getting out of the saddle. Cadence range is usually pretty narrow as you need to maximize your power output.
Guys that ride bikes in the city are rarely clipped in for various reasons. So standing while on flat pedals is pretty dangerous
